History of Family Connections Center Inc. Family Connections Center Inc. is dedicated to empowering and supporting youth and young adults, families, and survivors to overcome obstacles through providing housing, supportive services, access to mental and physical well-being, community connection, education, workforce development, and advocacy—ultimately fostering independence. The organization envisions a community where all youth, young adults, families, and survivors, inclusive of all intersecting identities, are supported, equal, and thriving. Recognizing that community thriving means supporting everyone, Family Connections Center seeks to fill critical gaps in South Dakota—primarily in the Rapid City area—by serving as a Drop-In and Transitional Housing Center with supportive services, prevention, education, and community advocacy. Inception and Origins Family Connections Center Inc. began in 2019 after the founders encountered a homeless trans youth, illuminating the growing population of unaccompanied houseless youth aged 16-24 in South Dakota and nationwide. Recognizing the lack of support for these vulnerable individuals, the nonprofit was established with a mission to empower youth to live independently, with focus on marginalized populations such as LGBTQIA2S+ and BIPOC youth. Early Initiatives The organization built on extensive experience operating a large Drop-In Center (8,000 square feet) offering supportive services and life skills programming, ranging from counseling to financial literacy and cooking classes. Referrals from the Drop-In Center lead to scattered site transitional housing and supportive service programs designed to help homeless youth successfully exit homelessness. Early youth-focused programs include The Circle Youth Homelessness Demonstration Project (YHDP) Transitional Housing Program and the Joint YHDP Transitional/Rapid Rehousing Project known as “RISE.” Program Development and Expansion Addressing the specific needs of youth survivors of domestic violence, dating violence, sexual assault, stalking, and other dangerous situations—especially among marginalized populations—Family Connections Center developed the LIFE (Live Independently and Flourish with Empowerment) Joint Transitional and Rapid Rehousing Program. This program provides comprehensive supportive services alongside housing assistance, including case management, employment and educational support, addiction recovery, life skills training, and legal assistance. Strong partnerships with mental health providers, addiction recovery agencies, legal aid, healthcare providers, employment and educational institutions, and local law enforcement bolster holistic support, enhancing personal and public safety. Engagement with Youth Homelessness Initiatives Family Connections Center actively collaborates with the South Dakota Housing for the Homeless Consortium (SD-500 CoC) and community partners to prevent and respond to youth homelessness, with a focus on marginalized populations such as LGBTQIA2S+ and BIPOC youth who face disproportionate risks and discrimination. The organization supports coordinated community plans aimed at ending youth homelessness statewide, including initiatives like youth drop-in centers, coordinated entry systems, crisis transitional housing, and young adult flexible rapid rehousing projects. Data-Informed, Trauma-Informed, and Client-Centered Approach Leveraging data from the Coordinated Entry System and Homeless Management Information System (HMIS), Family Connections Center prioritizes services based on client vulnerability and need. The organization employs trauma-informed, strength-based, and person-centered case management to empower individuals and families toward independent, stable housing. Current Status and Future Directions Family Connections Center Inc. continues to expand and refine programs to meet HUD’s funding requirements, including annual participation in funding competitions and adherence to evolving program standards.
